The Central Connecticut State University (CCSU) community is mourning the loss of Dr. Richard L. Judd, president emeritus and a distinguished leader in higher education and emergency medical services. Dr. Judd passed away on July 15, 2026, at the age of 89, leaving behind a lasting legacy of leadership, scholarship, and public service.
Dr. Judd served as the 11th president of CCSU from 1996 to 2004, guiding the university through a period of growth while promoting academic excellence, student success, and strong community partnerships. His leadership helped strengthen the institution’s mission, and even after stepping down as president, he remained an active supporter and respected member of the university community. In addition to his accomplishments in higher education, Dr. Judd was recognized for his dedication to emergency medical services.
Throughout his career, he championed initiatives that improved public service and enhanced collaboration between educational institutions and local communities. News of his passing prompted an outpouring of tributes from colleagues, alumni, students, emergency medical professionals, and community leaders. CCSU President Zulma R. Toro described Dr. Judd as a visionary whose commitment to education, mentorship, and service positively influenced generations of students, faculty, and staff.
Those who knew Dr. Judd remember him for his integrity, compassion, and unwavering dedication to helping others. His leadership and commitment to lifelong learning continue to inspire the CCSU community and everyone whose lives he touched. Central Connecticut State University has announced that a celebration of Dr. Judd’s life will take place in early September, with additional details to be released as plans are finalized.
